Provincial Medical Products Administration Investigates HP Biotech's Innovative Achievements in Marine Bioactive Raw Materials, Focusing on Promoting High-Quality Development of the Cosmetics Industry

On April 1, 2025, Wang Zhihong (Level 2 Inspector of Shaanxi Medical Products Administration), Yin Jiangpeng (Director of the Evaluation Center), Wang Juan and Huang Wei (from the Cosmetics Review Department of the Evaluation Center), and other leaders visited HP Biotech for a special investigation on the innovative development of the new cosmetic raw materials industry. The survey aimed to implement the spirit of the National Medical Products Administration's *Several Provisions on Supporting the Innovation of Cosmetic Raw Materials*, strengthen government-enterprise collaboration, enhance the capabilities of R&D and technical evaluation services for new cosmetic raw materials in Shaanxi Province, and boost the high-quality development of the industry.
Accompanied by Ms. Wu Xinyu, Chairwoman of HP Biotech, and the core team of the R&D Center, the research group conducted an on-site inspection of the company's full-chain innovation capabilities from basic R&D to industrialization. As a key enterprise in the field of new cosmetic raw materials in Shaanxi Province, HP Biotech focuses its R&D on marine bioactive ingredients. Its independently developed core raw materials, including "sea cucumber peptide, sea cucumber collagen, recombinant sea cucumber peptide, and recombinant sea cucumber collagen", have become the focus of this research due to their cutting-edge technological breakthroughs and significant application value.
At the symposium, the two sides had in-depth exchanges on key links such as R&D, production and market application of new cosmetic raw materials. The company elaborated on the practical difficulties encountered in technological innovation, achievement transformation and market promotion. In response to the issues raised by the company, the research group provided professional answers and guidance in light of policy requirements and technical specifications. The research group stated that cosmetic raw material innovation is the core driving force for high-quality industrial development. The Provincial Medical Products Administration will continue to strengthen policy support and technical guidance, build a multi-party collaboration platform, open a "green channel" for innovative raw materials with independent intellectual property rights, and initially explore the establishment of an innovative supervision model for pre-service of new cosmetic raw materials to accelerate the transformation and implementation of achievements.
